Cofiroute USA is the current operator selected by the Orange County Transportation Authority (“OCTA”) and Riverside County Transportation Commission (“RCTC”) to provide a turnkey operation of the 91 Express Lanes toll facility.

As the Accounting Manager you will organize and direct all general accounting and financial activities for the project. Will be responsible for reconciling operational and financial records between the various systems deployed for the operations. Responsible for the project operational budget and the management of A/P and A/R processes . Will manage the various operational and financial audits required for the project including the management of inventory. Work with complex automated back office system. Interface with clients, subcontractors, vendors and internal/external auditors. Provide financial statement analysis and other key management reports. Focus on efficiencies and overall financial performance of the program. Coordinate accounting functions and interagency receivables and payables with other public and private toll road operators. Supervise general accounting staff.
Duties and Responsibilities

Develop & execute the appropriate internal controls and oversee project SOC 1 Type II audit.
Develop department standard operating procedures.
Direct, monitor, and evaluate the activities and performance of the accounting activities/processes and accounting staff.
Monitor current department accounting systems and procedures and revises as required.
Prepare required accounting and financial reports for management and customer (government entity).
Administer preparation of monthly, quarterly and annual financial reporting and performs analysis.
Verify support schedules to general ledger control accounts.
Assure fixed asset and transponder physical inventory control accounting.
Work closely with IT to analyze proposed account adjustments and prepare special reports.
Perform risk assessment and necessary internal audits
Participate in weekly, biweekly and monthly managers’ coordination meetings and in weekly and biweekly coordination meetings with Client.
Work with and provides financial data to corporate accounting staff as required.
Coordinate the development of project budgets.
Review and approves all purchase orders.
Oversee the weekly payables.
Oversee of daily, monthly quarterly and annual reconciliations.
Work closely with software implementation team to assess, test and implement financial components of customized project specific operating software system.
Perform evaluations of operating software and identifies areas for efficiency and operational improvements and/or modifications to functionality.
Ensure daily and monthly key performance measures are successfully achieved.
Keep abreast of current accounting trends, practices, and developments in the profession including governmental accounting standards and regulations, GAAP and GASB.

Should possess an above average skill ability and knowledge of PC computers. The ability to develop, create, and utilize spreadsheet software (Microsoft Excel) and word processing software (Microsoft Word) on a daily basis. The individual should possess the skills and ability to learn and utilize new software products as introduced by the organization. Knowledge and prior experience utilizing the following software products is a plus, but not required: Great Plains Accounting, FRX for Windows, InfoMaker Report Writer.
Ability to read and comprehend complex instructions, correspondence, and memos. Ability to write correspondence and staff memos. Ability to effectively present information in one-on-one situations to customers, clients, and other employees of the organization. Ability to read, analyze, and interpret common financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management and public groups


B.A. or B.S. degree in Accounting or related field
Active CPA Required
Five (5) years of financial and accounting experience including management or leadership positions overseeing accounting operations in a GAAP compliant, high-volume, transaction/trip processing environment performing revenue management, process audits and similar functions
Experience with tolling back office systems preferred
Ability to package and present quantitative data effectively.

Is responsible for the overall direction, coordination, and evaluation of accounting and finance teams comprised of 2-5 members. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
