Full Job Description :-
Develops and supervises payroll staff. Responsible for the accuracy and timeliness of payroll processing, retirement reporting, tax reporting, and ensuring that timekeeping and payroll systems are maintained for legal compliance and required reporting for each reporting entity. Collaborates with Human Resources and Compensation and Benefits Departments on cross departmental related topics, projects and reports. Performs work under broad departmental policies and established objectives and interprets policy on own initiative; decisions and actions impact the entire system; position requires considerable personal responsibility for accuracy and considerable judgment; supervises and evaluates the work of highly technical support staff.
Essential Job Functions

Supervises, assigns and reviews the work of payroll staff; resolves problems as non-routine situations arise.
Coordinates processing of School Division payrolls; schedules payrolls and ensures adherence to set schedules and deadlines; reviews and approves payrolls and related reports; reconciles payroll liability accounts; ensures proper general ledger coding; verifies accuracy of wages and withholdings according to Internal Revenue Service guidelines.
Maintains knowledge of rate and procedural changes related to taxes and wages on the federal, state, and local level to ensure compliance and accuracy.
Manages and ensures accurate disbursement of payroll, including garnishments, benefits and taxes for all reporting entities consistent with federal and state payroll related laws and regulations.
Ensures customer satisfaction by responding to stakeholder inquiries. Requires the ability to research questions, analyze potential solutions, and discuss resolution with the customer.
Determines accuracy of leave due employees and advises employees for record adjustments.
Records changes in rates, hours, and deductions accurately in payroll records.
Reconciles trial balance and balances accounts; prepares correcting journal entries; prepares journal entries for allocation of wages and wage and benefit accruals; approves payroll journal entries.
Reviews audit of worker’s compensation wages to ensure accuracy of classifications.
Prepares consolidated reports, summary reports, payroll and tax reports.
Receives and responds to staff inquiries regarding policies and other payroll related matters.
Prepares and reviews payroll account reconciliations.
Reviews payroll policies and procedures to ensure best practices, process efficiency, and data integrity.
Supports all internal and external audits related to payroll.
Interprets new legislation impacting payroll.
Coaches, manages, and mentors payroll staff.
Ensures the processing of new hires, temporary workers, transfers, promotions and terminations is accurate and timely.
Researches and recommends resolutions to complex problems and provides technical assistance to schools, departments, employees and staff. Develop and implement administrative policies and procedures that relate to the processing of payroll. Serves on special projects.
Collaborates on cross departmental related topics, projects and reports, as necessary.
Implements all necessary payroll and account codes, pay classes, and calendars for all employees in the financial/payroll system. Maintain and modify payroll tables (leave accrual, gross-to-net, earnings, system calendar, payroll calendars, and benefits as necessary.
Prepares financial reports for Federal, State and local governments. Calculates and computes gross wages and taxable income and the submission of Federal, State and FICA taxes each pay period in accordance with Federal and State laws and reconciliation to general ledger accounts.
Represents Chesterfield County Public Schools on committees to evaluate financial/payroll system upgrades, modifications and any other changes that would involve HR/PY processing. Oversees the reconciliation gross and net amounts from semi-monthly payroll runs.
Performs other duties as assigned.

Qualifications
Considerable knowledge of payroll principles and practices, state and federal regulations related to public payroll accounting and office operations. Demonstrated ability to organize and analyze data and process work according to related laws, regulations, policies and procedures; to prepare and conduct employee training. Knowledge of the laws governing garnishments, levies, and other deductions from wages.
Ability to operate and maintain an electronic time and attendance system; to create and implement accounting procedures designed to comply with generally accepted accounting practices and to improve operations; to prepare various financial and operational reports; to operate an integrated payroll/human resource software program; to plan, coordinate, and direct the work of subordinates; to establish and maintain effective working relationships with all levels of personnel in and outside the division; to assemble and organize complex data; to work independently on responsible and complicated administrative assignments; to compose effective and accurate correspondence; to quickly learn procedures used to report information and maintain records.
Demonstrated: analytical and problem solving skills with the ability to make accurate mathematical calculations and reconciliation of reports; ability to retrieve and prepare reports in all technology environments; ability to provide supervision and advise and assist other staff members as necessary to meet deadlines; interpersonal skills and the ability to collaborate and communicate effectively with all levels of personnel. Must be proficient in Microsoft and/or Google suites with an emphasis on excel / sheet skills.
Requirements
Bachelor’s degree in accounting, finance or a related field. A minimum of 3 years of experience in governmental accounting, payroll, and progressively responsible supervisory work; Certified Payroll Professional designation preferred. Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.

Pay: $73,627.00 – $125,729.00 per year
