Project Manager IV

The Chief Policy and Regulatory Officer (CPRO) seeks highly qualified candidates to fill the position of Business Operations Lead. Under the direction of the Senior Advisor to the CPRO, the Business Operations Lead performs advanced (senior-level) work in support of CPRO internal operations, as well as the divisions under the CPRO. Job responsibilities include working with a team of professional staff in the development and implementation of goals and objectives for CPRO business operations; developing guidelines, procedures, and policies related to major CPRO functions; coordinating cross-division initiatives and assignments (e.g., legislative appropriations requests, operational plans, etc.); coordinating and evaluating CPRO functions and activities; leading or assisting on special projects; and supporting CPRO leadership in furtherance of the agency initiatives. The Business Operations Lead serves as a member of the CPRO support team, providing advice and recommendations to the CPRO and the Senior Advisor, and interacting routinely with staff at all levels of the organization. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Ideal candidate has significant experience with agency operations and HHS programs, experience developing operational procedures and training others on them, and the ability to take initiative to advance CPRO’s mission, which serves to further the overall charge of HHSC to improve the lives of the people we serve.

Essential Job Functions:
Drafts, reviews, edits, analyzes, or otherwise coordinates the development and submission of written deliverables in various formats (e.g., Microsoft Word, Excel, Vizio, Powerpoint, etc.), in response to requests from the CPRO or agency leadership. (30%)
Develops and implements policies, procedures, and standards to meet operational objectives. (30%)
Develops and implements techniques for evaluating business functions and office activities. Identifies areas of needed change and makes recommendations to improve operations. (20%)
Apply process improvement methodologies and tools to identify opportunities for improved efficiency and serve as primary or support role in projects that could have a systemwide impact. (20%)
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Knowledge Skills Abilities:
Knowledge of the principles and practices of public administration and management.
Knowledge of state HHS programs.
Skill in using independent judgment to evaluate problems and make decisions and recommendations.
Skill in effective communication practices, orally and in writing.
Skill in synthesizing, analyzing, and evaluating complex and technical information and translating it into clear and concise documents or presentations.
Proficiency with the Microsoft Office Suite of applications (e.g., Word, Powerpoint, Excel, Vizio, ec.).
Skill in handling multiple assignments and tasks, prioritizing, and meeting deadlines.
Skill in developing and evaluating policies and procedures.
Ability to manage business functions and department activities.
Ability to establish goals and objectives for a complex government organization.
Ability to collaborate and develop effective working relationships with agency team members, working under pressure with multiple parties to devise solutions and resolve conflicts.

Registration or Licensure Requirements:
Lean Six Sigma (or equivalent process improvement certification) preferred, but not required.

Initial Selection Criteria:
Bachelors Degree from an accredited university.
Familiarity with the Texas Legislature and state government.

Additional Information:
The successful candidate will have a demonstrable record indicating strong proficiency in technical writing and analysis. The interview process may require the completion and/or submission of a writing sample.
