The Massachusetts Department of Public Health (DPH) seeks to hire a Communications and Content Specialist to assist the Population Health Information Tool (PHIT) program within the Office of Population Health (OPH). The incumbent will work in collaboration with the PHIT team to advance the mission of the program, a public online dissemination platform for health and racial equity data in Massachusetts.
The Communications and Content Specialist will support the marketing, communications, and promotion efforts of the PHIT program with a strong focus on engaging with and understanding its audiences, including MDPH employees, researchers, policy makers, community stakeholders, and the general public. The incumbent will also leverage skills in writing and editing to implement clear, effective web pages and online solutions using the PHIT program’s content management system (CMS). The incumbent will work closely with all members of the PHIT team and will receive supervision from the PHIT Program Manager. The responsibilities for this role include, but are not limited to the following:

Support the PHIT program marketing, communications, and promotion efforts.
Engage with data stewards throughout the MDPH to ensure appropriate product dissemination and promotion strategies.
Provide monthly usage metrics from the PHIT webpages to the various data stewards.
Engage with PHIT users to understand their experience with the website and data products.
Coordinate outreach activities to internal and external audiences, such as product releases and promotion of the functions and features of PHIT.
Provide presentations to internal and external audiences to promote product releases and promotion of the functions and features of PHIT.
Work with the MDPH Health Communications Department to create social media posts.
Research new marketing and promotion features, tools, and trends and, as appropriate, make recommendations for their use.
Assess the current internet presence of PHIT and make recommendations for improvement.
Work with web developer team to update PHIT website and make revisions as needed.
Work with web developer team to monitor and improve search engine optimization.
Leverage skills in writing and editing to assist with implementation of clear, effective content online.
Work with data stewards to apply racial justice/health equity framing to online content.
Perform quality checks and testing of PHIT products to ensure effective user experience.
Work with PHIT team members to achieve high quality data products as well as meet program outcomes.
Attend staff meetings of the PHIT Program and other meetings as needed within the Division, Bureau, and Department.
Complete all mandatory MDPH training.

Preferred Qualifications:

At least 3-5 years of experience in marketing, digital marketing, advertising and/or communications.
At least 1 year of experience in writing, editing, and strategic management of content for online publications in CMS programs (e.g. WordPress, Craft, Drupal, etc.).
Demonstrated understanding of search engine optimization techniques.
Familiarity in working with web content for assistive technology users.
Familiarity with the principles and background of racial justice/health equity framing.
Willingness to learn the principles and background of public health and to use this knowledge in the performance of this role.
Proficiency using other Microsoft Office products such as Word, Outlook, and PowerPoint.
Experience working with Microsoft Teams or similar collaboration platforms.
Superb attention to detail and accuracy, including the use of proper grammar, punctuation, and spelling.
Excellent written and oral communication skills including text editing.
Demonstrated ability to multi-task, work under pressure and perform a variety of tasks in a fast-paced, deadline driven environment.
Excellent interpersonal and communication skills with the aptitude to collaborate with multiple staff.
Ability to handle confidential materials and work in a professional and courteous manner.
Ability to occasionally work on weekends and holidays.

Contract Period of Service:
4-1-2022 to 3-30-2023 (Contract renewable subject to appropriation and available funding).
Additional Contract Information:

Benefits are unavailable with the exception of sick leave accruals.
Contracts are renewable, subject to the Department approval, performance, and allocation of funds.
All employees will be paid on a biweekly basis and must have direct deposit.
