$16.45 – $28.63 Hourly
$34,226 – $59,553 Annually
This position is a Pay Band 65

Purpose of Position

Interviews are anticipated to be conducted within two weeks of closing date.

Why does the job exist?

The incumbent must use advanced analytical skills in performing complex research to locate records responsive to Inspection of Public Records Act (IPRA) requests and other internal/external records requests. The incumbent also: (1) assists the RIMS Staff Manager with IPRA requests and other records related matters on a daily basis; (2) conducts certain meetings, when required, and assists with drafting portions of the RIMS’ training manual and presentation materials; (3) assists in performing surveys and evaluations of General Office and District Offices’ records maintenance, retention and disposition practices and procedures, and when needed, modifies them to better support New Mexico Department of Transportations requirements; (4) works directly with the State Records Center & Archives (SRCA) to ensure New Mexico Department of Transportation’s compliance with all applicable state records retention, disposition and/or destruction policies and in so doing, must maintain current working knowledge of all pertinent state regulations, including 1.21.2 NMAC – Retention and Disposition of Public Records; (5) works directly with the RIMS Staff Manager and/or the Office of General Counsel to gather documents responsive to discovery related records production requests; (6) handles various other research and records related requests from within New Mexico Department of Transportation and by public and other state and local government requestors; (7) is responsible for assisting with the training of new RIMS employees; (8) works directly with outside vendors on major scanning, data conversion and other projects; and (9) must be knowledgeable regarding all EDMS updates.

How does it get done?

The position works directly with the Staff Manager of the Records & Information Management Section to coordinate internal/external records requests by performing complex research, data entry, quality control checks, and ensures documents are properly scanned, organized, and stored. In addition, this position serves as the backup for incoming IPRA requests from the public, dockets deadlines, works with Subject Matter Experts and the Office of General Counsel in order to fully comply with requests to meet deadlines.

New Mexico Department of Transportation General Office and District Offices staff; New Mexico Department of Transportation Office of General Counsel; public and other state and local government requestors.

Ideal Candidate

The ideal candidate will have experience in the following:

Have higher-level experience in handling Inspection of Public Records Act (IPRA) requests;
Possess paralegal, records management and customer service skills;
Have advanced experience in document management and using eDiscovery databases;
Be proficient in working with the Microsoft Office Suite;
Have a High School diploma or a College degree.

Minimum Qualification

Bachelor’s Degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Substitutions Apply. See Substitution Table below.

Working Conditions

Executive Order 2021-066 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination (including proof of a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster dose) or proof of a COVID-19 viral test every week. The Public Health Order (on Vaccination) dated December 2, 2021, requires Congregate Care Facility Workers and Hospital Workers to have received a primary series of vaccination by October 6, 2021, and a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster.
